The money should go to the charging infrastructure.
No it should go towards a recall to fixing the cars that are now in the world that violate emissions standards and then to federal green transportation or vehicle initiatives.

I think you mean that it's quite possible their lawyer estimated the value of interpreting the regulations wrongly was greater than the penalty.
Or that it was morally justified as a means of self defense since the regulation was primarily intended to destroy the company as a means of sabotaging American industry.
