Bounties for creating new open source projects, rather than just bounties for features and fixes in existing ones. I did some searching and couldn't find anything.
If by "entire open source projects" you mean all projects in the world then the answer is definitively "no." Not all bounties are public and even the public ones aren't recorded in any standardized way in any one ledger.
It sometimes happens that bug-hunters discreetly approach FOSS projects with security-relevant fixes and then ask for a bounty for having found them, and there's no record of such events beyond private emails.
