To mangle a quote, in its majestic equality the norm forbids both liberals and conservatives alike to plagiarize. I'd guess that both groups do it at about equal rates. But since there are so few conservatives left in those jobs the risk has become highly asymmetrical across ideologies.

Selective enforcement is difficult to discern, even with large population statistics, and more so in individual cases. It requires comparing similar situations and then constructing an argument that will probably be unsatisfactory.
However, it is readily apparent that large donors to universities exerting pressure through their financial contributions is problematic. This not only undermines the integrity of the institution but also complicates the effective management of the university.
