That's correct in that shooting other people unless you're defending yourself or your property is a crime. However, the implication I'm getting from you (my apologies if I misunderstand you) is that most mass shootings (i.e., 4+ people shot) are related to ongoing criminal enterprises. If that is what you're asserting, I urge you to look at the following:

I'm not him, but is there a point-for-point debunking of the RFKJ JRE episode. RFKJ, to a pro-vaccine layperson like me, was surprisingly compelling about his anti-vax position, citing research with abstracts & conclusions that seemed to support his assertions. Iirc the main problems were adjuvants and the profit incentive to increase the number of required shots for kids (something like 3x what I received in the early 90s).
Basic media literacy suggests to me that he is obviously a huckster, but I prefer to be thorough, given the contention around the issue.

However, a cursory web search shows a whole raft of folks debunking the various antivax claims made by RFKjr, many of which note his lack of consistency around this topic over the years.
I suggest you take a look at what he's said over the years, along with the data/research around those topics and make up your own mind.
I'd expect that many folks wouldn't mind if someone (maybe you?) created such a point-by-point discussion (whether it debunks JFKjr or not). As I said, I have no interest in JFKjr or Joe Rogan (in fact, every time I see 'JRE' I go to 'Java Runtime Environment' first, not the podcaster), but that's just me.
