Probably for complying with anti competitive laws. USA has those too they just don't care.

The actual registration and information page[1] has this requirement which seems to violate the DMA?

"The search provider must have an app that is available for free of charge in Google Play to EEA users. The search provider must be in compliance with the terms of the Google Play Developer Distribution Agreement."

Will there be a "No search app, thank you" option?

The unremovable search widget on the home screen is probably the most annoying thing about "clean" Android phones

(Yes, I know that you can install a different home screen to get rid of it)
