Ask HN: Language for Non-Code Dependencies?

Is there any human readable format or language for describing non-code dependencies like files and APIs that is also machine readable?

I am thinking of something more than just JSON, YAML, or XML. Something perhaps build on top of those that I could keep with a code repo.
