I don't believe that 0.2% of users intentionally block JS, or are using a really old browser, and are NOT CAPABLE of fixing that problem if they wanted to. So they're of no concern to me. I also don't believe that 0.8% of users have a javascript failure and CANNOT reload the page to solve it.
Not a very convincing argument, but it is sort of funny to see a page making this argument with a script tag downloading a js file.
