This is a proposal/suggestion by Kim Andrew Elliott that I think makes sense, changing the focus from an audio-focused medium to a text-focused medium. And nearly everyone has an acoustic-coupling decoder with their smartphone.
This would help put infrastructure in place for when the internet is blocked (usually by governments trying to control the flow of information).
