Ask HN: Workaround Proof App Blocker for Developers?

I'm tired of being able to find a way around every app blocker I try, and I figure places like the Pentagon must have workaround proof app blockers, so these blockers must exist.

Please recommend the ones you use.

Ideally it's cross platform and also works offline.
