"The conclusion of the investigation is that Swedish jurisdiction does not apply and that the investigation therefore should be closed," the Swedish Prosecution Authority said in a statement.

Doesn’t seem crazy to me. When faced with a situation consisting of basically nothing but unknown unknowns, it’s going to take a while to determine whether anything that happened fell within Swedish jurisdiction.
According to radio news, there was information about a ship leaving a Swedish harbor right before the incident, so they probably had to figure out all they could about that and if that would mean it was a matter for Sweden or not. They seem to have handed over what they knew about this to the German investigators who are continuing their own work.
