plenty of tech can be used to destroy dissent to governments, you don't really elaborate on anything. from a governments perspective there are nothing but pro's sure, but what do you expect? "hey we want this tool to make our jobs easier, but we should take into consideration to people who want to cause dissent"? what are you're expectations? not have the govt adopt any tools to improve anything because it could possible be a tool to control?
It doesn't make sense even from your cynical position. The asset freeze part is basically Ukrainian government asking half of the population to do a bank run.
