The biggest problem I see in this context is the promotion culture that people grew acustom to during the ZIRP era. Managers have to grow their headcount to advance their levels. Engineers expect to get promoted every two years if not less. So many people become "staff engineers" and spend their day as glorified coordinators. The average CLOC per day per engineer is 3 in you know what companies. So, change of the expectation may not be a bad thing for both the industry and true personal growth.
