It is way too early to say whether or not Google is failing in AI. The only thing that is certain is that lately things are not going smoothly for Google in AI.
They did get deals with most websites where AI will be used/mine content fro (e.g. stackoverflow), while some of those same website made it public that they will work against (e.g. block crawlers from) "open"AI.
