On the one hand - there are lots of under-resourced police departments around. (And Bill Johnson is stuck being the front man a huge variety of local situations here.)

On the other hand - where is the motive for the police taking bike theft seriously? One basic rule of democracy is that if failing to do X is painless to both the politicians and the government workers, then you really shouldn't expect much in the way of X.

Police apparently don't take auto theft all that seriously, bike theft is ignored.
