However, that's general metal. The India Times article is specifically nails, and with the observation "all the nails were of the same type and were found at spots close to puncture shops".
From my observations, it was more about auto tire repairs. There were definitely zones with consistently high nail content, I paid for 3 tires in one year for my wife's trips to Watertown. Big roofing nails, good for auto tires. Over the course of the year, it seemed they were getting replenished.
