AWS Virtual Private Cloud (VPC) is the name for the virtual network(s) hosted cloud resources occupy. Most AWS services require a VPC and you get a default VPC when you set up an AWS account. As far as I know (after using AWS for many years) a VPC does not cost anything, though some features (public IPv4 addresses, multi-region VPCs, etc.) may have additional charges.
