Yes, this is why I consider a voice number important. Nobody in my social circle makes a voice call unless some serious emergency is happening, so just the fact that they're calling is a big and useful emergency indicator.
It also means that if I get a call from a stranger, there's about a 99% chance that the call is one I don't want to take. It makes filtering out telemarketers and scammers much easier.

I've worked with people who only respond to the first question in the email, and ignore other questions.
I've worked with people who were unable to follow instructions if overall email length was longer than 2 paragraphs.
.. in all those cases, it was so much fast to call people. Requires more effort, but latency was so much lower.
