AI is never inherently biased; any bias detected is from the people who built it and the society its built in, therefore DHS will be completely unable to build a tool that doesn't have racial bias built into it.
On the positive side, judging from the youtube videos I've been watching lately, law enforcement officers have an incredible ability to 'hallucinate' laws to enforce.
