It’s always been like this, which is how disasters like the “Great Leap Forward” happened, and now the “Missing Generation” (since many of them never existed beyond fabricated paperwork).
The NBS has some brave people with integrity, but we both that is not the norm if we’re being honest with ourselves. They’re also fighting a losing battle with hostile factions from above and below.
