I rarely follow intra-israeli politics; is this a real whole-society row, or just a problem for Likud?
It's whole-society. A prominent member at my synagogue gave a talk and said that the real war that will rock Israeli society is not Israeli vs Palestinian. It will be a civil war within the Jewish community, with largely secular, modernist Israelis on one side and Haredim on the other. The Haredim are not content to practise their ultratraditional lifestyle quietly amongst themselves. They want to impose that lifestyle on all Israelis.

(Note: The Haredim themselves view the term 'ultra-Orthodox' as pejorative.)

Not necessary impose their lifestyle, but benefit from the secular/non-orthodox society work without giving back anything.
