Outside of California, Marijuana is still technically illegal, but substantially similar intoxicants from hemp have been legal since 2018, and you can go have the whole dispensary experience in red states that didn't legalize it.
"All cannabis becomes narcotics, except for fibers and seeds, and all handling becomes subject to a permit, regardless of variety and delta-9-THC content."
Which means all existing types of hemp.
The current law allows for 0,3% THC, which I believe was because it was too difficult creating a strand with less and too expensive to extract it.

There's a fear that putting this in the hands of the medical establishment could make it harder than necessary to get the required permits.
