Even if you were to use the cheat sheet to create a role/user and create a policy with a condition there's zero mention of row-level security, or even the 'ENABLE ROW LEVEL SECURITY' statement which is a requirement for any of this to even work. There's no mention on differences between 'USING' and 'WITH CHECK' on a policy and it seems to give off the idea that users and roles are separate things.
