There are a number of banned sites. Without further information that's a best guess.

I think in this case it's because it's a strictly financial site. Many strictly-political sites are also banned. Due to being too off-topic.
In this case the relevant graphic was one that compared the trajectory of myspace and facebook, showing that both were similarly shaped and that facebook peaked

How long do I need to wait?

Note: The post was asking about how to handle it when recruiters send candidate resumes and you want to hire them but no discussion of referral fee has already been done. How to handle it? Since it seems unlikely to me that there could be any legal obligation, does that mean only a smaller fee should be paid or what?
