How to get a web view mobile approved on Apple and Android?

I have a website that is primarily used on mobile (95%) and my users are asking for mobile apps. The website is basically a leaflet map with some filters. Throwing that into a web view would be all I technically need for a great mobile app but I don't think that would get approved since the native app offers no additional functionality.

Can anyone give guidance on how to approach making this into a mobile app?
