That most likely just means they are opening the door to discontinuing them more easily in the future.
Actually it looks like a way to give users a bit and make them pay if they want more.

> Magic Editor Android and iOS Google Photos users will get ten monthly saves, while anyone looking to increase that limit will need either a Pixel device or paid Google One plan with 2TB+.

It sounds like the previously paid unblur and eraser features will be unmetered, at least. It mentions that those will only work on devices with at least 3GB of RAM so I guess they're running those on-device now, and Magic Editor is still offloaded to Googles servers.
Nice, I’ll finally be able to try the feature. I would be willing to pay for it but Google One isn’t available for Google Workspace customers.
That's why I'm not a Google Workspace customer anymore, paying a premium for less features eventually wears thin. Especially as they kept raising the prices without addressing the arbitrary limitations.
What does subscription mean? Owning a Pixel phone?

While it's one of the Pixel's selling point, since Google Camera is ported inside out, it would be nice, if it would be a part of the subscription.
