This is a bit overstated.

The resident student visa mentioned in the article is commonly abused as a way to get temporary foreign workers and pay them less/under the table. It's the same way Japan uses the TITP program to have "Interns" from Vietnam and Thailand pick strawberries and gut fish despite having a college education.

There's a reason why the number of students from Vietnam and Indonesia rose massively while Malaysia (which actually has a semiconductor industry working closely with Taiwan) and Japan fell [0].
