met with a founder who says he got into yc a few weeks ago. Is this possible? Thought it might be part of YCs early interviews for their request for startups

YC is not a university, they can get people they like in whenever they want.

Because a university has an academic calendar that they adhere to?

I am sure they could let people in late to a course if that student can find a way to catch up.

Minimum hours prevent this.

This is built in. My university had an academic census date. After that date, you are unable to take on or drop any courses. This is probably the same for other universities.
