The Michigan school shooter's parents face precedent-setting sentences (vox.com)

This seems crazy to me, is it possible that if the parents aren’t functioning, then there is no one else the school can notify to get the kid treated? No social services?

There are shootings by children almost every week in Detroit. In the future, will these parents also be held responsible and go to trial?
