Is EU data regulations a blocker for innovations?

Now before jumping into my throat, hear me out!

Companies like Anthropic, Meta AI, and much more already released their products months ago in many countries like Ghana, Tonga, Nauru, and many more that I have not even heard of before.

I live in Germany and seeing the companies being able to release products in other countries before here because of "Bureaucratic Processes" kind of sad.

I wondering what others think about this? is the data regulations actually helping or blocking us from discovering great tools and products?

That IT is lagging behind in Germany is something that is known, but it affects more corporations in adopting new innovations. For example, I know many companies couldn't yet make a decision about ChatGPT because of GDPR concerns. As a normal user, I haven't felt much limitations in using new products and technologies in Germany.

In which direction? being worried to use other's data or worried about your own users data leaking out?
