No, both refer to US usage only. It means that, in a given month, more people use Twitter than use Threads, but in a given day, more people use Threads than use Twitter (ie. Twitter has a lot of occasional users, but Threads has more regular use).
This seems fairly plausible; I've given up on Naughty Old Mr Car's Wild Ride entirely, myself, but I know quite a few people who still have an account for viewing occasional linked Twitter threads, etc, but don't really otherwise use it anymore.
This is a plausible interpretation. I probably follow a link to a tweet at least once a month, but not much more often. I use Threads almost every day. So I'm one MAU on both platforms.
I for one left twitter last week and just downloaded Threads again. Two weeks ago Elon Musk thought it would be cool to go against the brazilian justice system to protect the "right" of a handful of investigated criminals to use his platform.
