I suspect that if it going to happen, it will happen a lot closer to the actual election. By having it close to the day, it gives less time for it to be proven false.
I mean yea, making fake clips should have repercussions. This is the kind of stuff that could get a violent mob after an individual (just imagine making fake clips of someone abusing an animal. By doing that you're setting up a situation that could destroy someone's life.
