How do you draw that conclusion from that page?

Scrolling down to “Map of z-scores by country” and moving the slider to week 40 of 2023, it seems the outlier is fully caused by Israel’s data.
Because of that, I think its cause isn’t Covid, but the 2023 Hamas attack on Israel (https://en.wikipedia.org/wiki/2023_Hamas-led_attack_on_Israe...)
