I very much doubt that. This was done bipartisanly(shocking) and under the guise of the national security act.
The chinese folks can sell their ~20% share and it would end up not-banned. I doubt they will, they'll just accept the ban and continue to operate wherever they can. Which will be far fewer places in the near future because it'd be very stupid for other countries to not full ban tiktok asap.
