I'm struggling to think of any possible context at all in which a daily mail link might be appropriate for HN. Just blanket ban it, nothing of value will be lost.

Right, a rule of thumb is that if the Daily Mail has a good story, you can always find a better link.

If only the Daily Mail has it, then it's not a good story.

In this case, go upstream until you reach NOAA.
