If your goal is to get in as many homes as possible but also not pay for it, convincing the government it's a basic necessity seems to be a way to do it.
As I see it, he could be not articulating the impact of his idea. If I owned a slice of GPT-7 productivity and sold it to someone else, that's my basic income. If I didn't need that baseline of cash I could use it for something else.
I'm a bit dubious, I doubt the economics work. But it's not like Elon Musk has suggested that cars or satellites could be a universal basic good.
