I read halfway and gave up. Were they going to mention the program in the US where a single driving-impaired incident gets a judge to mandate a blow-to-start device in your car? That pretty much stops offenders in their tracks.

Used to be 'third strike' but in many states it's now once-and-done.

There's even periodic talks of new-car mandates to come with such devices.

Of course as the incidence falls the urgency of such programs becomes questioned. There's some semi-stable rate as a result.

Haven’t read the article but Uber/Lyft have probably saved a lot of lives by filling much of the gap in transit.
