Even though it was supposed to be "the last version of Windows". Is there an official reason for the change in strategy?

This is not an explanation, money was the reason before too.
Wild speculation: Version envy. For a while, it looked like Windows and macOS were both going to stick to version 10. Then, after twenty years of macOS being 10.x, they announced a version 11, and one year later Windows followed suit.
I'm not a professional programmer or developer, so take my comment for what it is.

There's no chance I will ever use Windows 11 for the privacy reasons discussed here ad nauseam. But I'm not super comfortable with Linux. I installed and used Zorin OS on a spare laptop just to experiment and it was fine until an update caused my display to no longer work.

I like to game so long story short when Windows 10 support ends I think I'm going to try and use a steam deck as my general purpose desktop. It's Linux but more user friendly I guess?

I don't consider Steam Deck more friendly for Linux. It's largely a gaming device with a bonus desktop on the side. It's a rough user experience.

The best experience always comes from desktops and Linux-friendly laptops. Framework officially supports several distributions.

Good target date for moving oneself to Linux or macOS (or iPadOS pending WWDC announcements).
