This (apparently) innocent joke shouldn't be even allowed. It is assumed that you need to be granted the US citizen first to opt to some government positions.
AI can't have citizenship by definition. In the same way as a bike made in US can't enjoy the same rights as a child born in US. So would set a backdoor for private companies to hijack the rights to manage the funds of entire cities.
Even more, if US citizenship is not needed anymore anybody could use this as a magic carpet to jump over immigration rules. Could run for mayor while sitting at their home in Latvia or Sudan. If elected couldn't work or live in US legally. Government would need to grant a lightning fast Visa or the position would remain empty but blocked four years. and if they do it the frontiers would collapse in two months.
It's not AI, it's a random person using a pseudonym and a computer.
