When I use an ellipsis, it just represents a pause...like when you stop to think a moment when talking. It is an attempt to introduce a degree of informality into text. "Hey, when we get together on the weekend...hmmm...what would you like to do?"
Do some people really read passive-aggressiveness into those three dots?
I mostly associate this with foreign Facebook, which is one of my favorite places on the planet. My wise Serbian elders will not have their ellipsis taken away: it helps to communicate their wisdom as they write down a "beseda". Their anecdotes and advice wouldn't be the same without it!
I'll often use ellipsis at the end of something to indicate there is something being left unsaid. Like there's a whole story behind the comment or quip.
Also can be used to leave it to the reader to complete what is being said for themself, without saying it explicitly. E.g.:
Capitalisation is important, if for no other reason than it means the difference between helping your Uncle Jack off a horse…
