I doubt it, I haven't seen any noticeable CSS changes in ages. If I recall Ycombinator had an open job for a sysadmin position recently, if that is filled than at least it will be two people maintaining. (https://www.ycombinator.com/people still only lists one person).
If it hasn't happened by now, I doubt it will. Would nice to be proven wrong, though. But as I've pointed out in the past, I doubt YC puts a ton of human resources into HN. And I wouldn't be surprised if making incremental changes like adding dark mode is high on the list of things to do.
I think the philosophy of the site is to keep it barebones and traditional, to appease the purists. But there's an API and many community-made frontends, either in mobile app form or as alternative web services. On Android I use Harmonic, for example, which has a dark mode and much better usability across the board. The one thing it lacks is good replies management, though.
HN doesn’t make changes like this. Use one of the many styling extensions to accomplish this instead. On a site like HN it’s very easy to theme it because the markup almost never changes (last 2 changes I remember were unvote/undone and collapsing threads) so it’s not like you have to constantly update your theme.
