Yes. I try to register on Hetzner every few months and have not been able to get an account (well, even if I did, it gets deactivated within a day or so without me even hosting anything yet). According to some forums, you need to contact support and provide ID information if you’re using stuff like a VPN or privacy.com

I had prepaid account for a project that I was eager to try to self-host, it was they deactivated my account within few weeks, haven't even created VPS; lost a few bucks on it.
