My best hope is this may actually encourage people to come up with better solutions; it feels like we've got into this stalemate where no one wants to fix the problem, and homeless camps are not great compromises.
Does anyone know why boarding houses went away? Where it seems like you rent a tiny room with a bed, but have a shared bathroom, shared dining area, etc.. It seems like they were widespread enough to make unremarked appearances in old movies from say the 1930's.
Most new apartments have these really ugly parking lots attached. It doesn't take a genius to say without the parking lots housing would be cheaper.
Koreatown , and much of Downtown LA has older housing stock that's effectively grandfathered in.
A long long time ago you could get an apartment for less that 600$. That's what ( if we inflation adjust it, I guess 900$ is reasonable) working class people can afford. In reality this tiny apartments are now around 1500$ or so
Compare this to Chicago where you can get a 2Bdrm for 1400$. Split that with a roommate and you can make it on minimum wage. Plus you don't need a car, so you can ride public transportation for next to nothing.

It's starting to be reformed, but for years in LA you needed to build a parking space for each apartment.
