Thank goodness; the previous ruling completely neutered cities' abilities to do anything about homeless people.

The counterargument, IMO, was just bizzare. Why should cities be obligated to provide shelter for literally anyone who shows up in that city? It's nice sentiment, but there's absolutely no way it could work in practice.
