Saving you a click: without naming Google or Chrome, Apple is running billboards that promote Safari as “the browser that’s actually private”, which could be interpreted as a dig at Chrome’s not-so-private incognito mode.
How does Apple claims it to be private. Is there anything like end to end encryption or something.

There is TLS, but if Apple bragged about that they would mostly be promoting every other modern browser.

I think they mean in the “does not report your browsing history to Apple” sense.
