Available, but not exactly cheap. At $15/month, allowing 60 seconds of video generation per month — and 4 second videos — I don't know how I'd practically speaking be able to learn how to use it, let alone make anything interesting.
Not sure what the target audience here. It took hundreds if not thousands of generations before I was able to get good results from Stable Diffusion, and I've yet to get anything interesting from Gen-2. Gen-3 is, of course, not something I can play with without payment. Which, again...
