That's different from a site actively preventing you from accessing a results section you know is there. It's not like you can go to "forums.google.com" like you can with "images.google.com"
Now logged out, it's obvious Google is punishing me for security settings, by periodically, repeatedly, and inconsistently making me solve recaptchas.
Of course it's an A/B test, not a manipulation or something nefarious. Just a team collecting data on whether the forums tab is useful/beneficial to the user.
