What's an HOA President? A quick search didn't enlighten me (all the results just use the abbreviated form) but it doesn't seem to matter, so I'm going to continue under the assumption that HOA stands for "horticultural-ornithology association".
It sounds like this person did something wrong. Sincere apologies can help.
But if your goal is to "pacify the masses" and "make amends so to speak", then the apology won't be sincere.
An insincere apology and/or lying can be successful, depending on the goal, of course. I wouldn't "advise" someone to go down that path, though.
'HOA' = Homeowners Association: in the US, an organization in a subdivision, planned community, or condominium building that makes and enforces rules for the properties and residents.
Without you giving any context, was this "Insane HOA President Loses His Mind, Snaps Kid’s Fishing Rod For Fishing In Neighborhood Pond"? If it was, do they dispute the accuracy or context of that? (if they do, they could put up a rebuttal video or statement. If they don't, why should we accept the framing "HOA President is victim of internet shaming" rather than (say) "Teens expose criminal behavior by HOA President" or "Man claiming to be HOA President confronts teens fishing, breaks their rod").
