I thought this was a joke at first.
Sounds like a reasonable initiative:

"Recycling bins, Not required, but recommended" I mean they've only discovered the bins, so I'll cut them some slack, but the road is going to be long until NYC has a decent, sustainable waste management system
In the UK we’ve had these exact bins since the 90s. I actually thought it was a joke. Why would you need to buy them? Surely you pay for these in tax?
