Well, my first inclination would be to celebrate its abundance by containing it and distributing it, but as it's a gas you'd have to encapsulate it with some material. Rubber would be an option, but it would leak out the excess, so perhaps a metal foil (with decorative patterns!) would be better. Then as it might be lighter than air depending on the foil thickness, some mechanism should be used to keep it near the celebration. The cheapest and easiest option would likely be a string.
I had no idea that there were pockets of helium gas on earth. Apparently, "Helium is generated deep underground through the natural radioactive decay of elements such as uranium and thorium."
