Not sure about this story. The Start Menu background bitmaps shipped in Windows NT, Windows 2000, etc. The SKU is checked at runtime (e.g. private\windows\shell\cabinet\tray.c) and the appropriate embedded bitmap is loaded. Perhaps this is something Dave worked on as a prototype but it never shipped?
